PURPOSE

  • To ensure that Non-permanent labour (NPL), complete work according to contract SLA
  • To control and coordinate Line activities according to planned schedule
  • To quality assure that work is done to specification and completed as agreed
  • Ensure contractor legislation compliance and adhere to regulatory requirements

QUALIFICATIONS

  • N Dip: Human Resources Management (Essential/Minimum)
  • Certificate First Line Management (Recommended/Desirable)


EXPERIENCE

  • Experience: HR Operational / Consulting in an Industrial / Mining Environment ~ 3-5 years ~ Essential/Minimum ~ Operational
  • Project Management in a Mining Environment ~ 3-5 years ~ Recommended/Desirable ~ Operational


REQUIREMENTS

  • Certificate of Fitness ( Essential/Minimum )
  • Psychometric Assessment ( Essential/Minimum )


JOB OUTPUTS

The incumbent will inter alia be responsible for the following:


Administration and Document Control:

  • Responsible for NPL lifecycle from onboarding to exiting
  • Map processes and quality assure
  • Maintain source documents and requests for services from users
  • Monitor flow of work through various phases of prep and computer execution
  • Maintain records of std job tasks/procedures to adequately monitor work flow
  • Maintain daily work schedule, inform stakeholders of deviation
  • Maintain contractual records/docs such as project status reports and contractor safety files
  • Monitor compliance to ECC policies and procedures and applicable legislation



Contract Management

  • Responsible for end to end optimisation of NPL application processes (onboarding, induction, medicals, training, access control, exiting)
  • Assist to specify project objectives/scope and plans including delineation of scope/budgeting/scheduling/setting performance requirements
  • Act as middleman between Company line mgmt and service suppliers
  • Make or provide operational budget input for non-service contracts
  • Monitor spend of non-service contract and report progress to client line managers
  • Manage employee relations reporting for contractors – raise critical issues with ECC management


Customer and Client Relationship Management 

  • Maintain relationships with internal/external customers
  • Facilitating compliance of NPL to meet SLA requirement
  • Provide relevant support and advice to role-players and end-users to ensure compliance to legislative requirements
  • Attend to customer requests/complaints according to Contract
  • specs/Service level commitment & conduct regular follow-ups to ensure problems resolved


Effective People Management 

  • Promote teamwork, provide support and manage performance through contractor owner surveys
  • Oversee recruitment and HR related activities of reporting staff
  • Support contractor HR personnel to prioritise workload and monitor availability of tools and resources required
  • Address lack of skills, knowledge through training and development initiatives in conjunction with HRD


Process Optimisation 

  • Process owner for optimisation of NPL
  • Monitor project compliance to deliverables/invoicing
  • Oversee SLA compliance
  • Ensure contract close-out/extension/renewal
  • Maximize resource efficiency through procurement of
  • labour/materials/equip
  • Ensure construction quality
  • Oversee interface with access control, Safety, HR labour processes (including wage negotiations) and end user expectations


Safe and Healthy Work Environment 

  • Maintain and ensure a healthy environment, safe operations and practices, ensuring compliance with all applicable SHE policies and procedures in line with set standards
  • Encourage a culture that focuses on safety in all operations
  • Ensures NPL are effectively and sufficiently trained in site/s requirements of operation/s
  • Undertake CBS tours


Strategy 

  • Plan, develop and implement NPL process and procedures aligned with operational scope and legislative (including compliance to: SLPs, EE Plans and Reports, WSP/ATR, Letters of good standing) requirements
  • Proactive risk identification and management of preventative measures through audits
  • Optimisation of NPL lifecycle to ensure effective and efficient cost application and control
